Requires all negotiations between a governing board and labor organization to be held in open session and available for public attendance, including meetings with arbitrators, mediators, or dispute facilitators.

Permits executive sessions only for: (a) considering or formulating labor contract offers/counteroffers, or (b) discussing specific employee information that directly relates to negotiations and would violate privacy rights if disclosed.

Makes all documentation exchanged during negotiations, including offers, counteroffers, and meeting minutes, subject to public records disclosure laws.

Requires governing boards to post notice of all negotiation sessions at least 14 calendar days in advance on their webpage front page and within 24 hours at regular meeting physical posting locations.

Mandates governing boards provide a financial analysis of each proposed contract detailing annual and overall costs.
