Prohibits members, officers, employees, and independent contractors of industrial development authorities from taking any paid or unpaid position with businesses or entities applying for or receiving financial assistance from such authorities while employed or for two years after employment termination

Exempts maintenance and repair workers (including landscapers, plumbers, electricians, painters) and their employers performing work on premises owned or leased by industrial development authorities from the conflict of interest restrictions

Exempts union members serving on industrial development authority boards whose unions have members employed by entities receiving or applying for financial assistance from the authority

Imposes civil penalties of five times the compensation or benefit received on any person who knowingly and willfully violates these restrictions

Takes effect immediately upon enactment
