Amends the parks, recreation and historic preservation law to prohibit state parks, recreational facilities, and historic sites from requiring patrons to use credit cards for payment of fees.

Requires state agencies having jurisdiction over these facilities to accept cash payment from all patrons.

Allows agencies to continue accepting credit cards as an optional payment method through agreements with financing agencies.

Takes effect immediately upon enactment.
