Establishes a statewide automated program to identify eligible participants in income-based assistance programs (public assistance, SNAP, SSI, LIHEAP, veteran benefits, Child Health Plus, Lifeline, and others) for enrollment in utility energy affordability programs.

Requires the Office of Temporary and Disability Assistance to conduct automated file matching with utility corporations at least semi-annually to identify eligible customers and provide their information electronically.

Mandates that utility corporations automatically enroll identified eligible customers in available energy affordability programs within 60 days of receiving the office's file matching results.

Protects privacy by requiring all information shared with utility corporations to be redacted as necessary to comply with state and federal privacy laws and limiting use to eligibility confirmation only.

Grants the commissioner authority to adopt emergency regulations and delegate program administration to state agencies, cities, counties, contractors, or nonprofits while maintaining the same privacy and confidentiality protections.
