Authorizes the state health commissioner to promulgate standards for detection, prevention, and remediation of mold in indoor environments including workplaces and public facilities, to be developed in consultation with recognized environmental health experts.

Requires landlords statewide to provide prospective lessees with a notice detailing the property's indoor mold history and any remediation conducted on both the specific unit and building, using a form approved by the state division of housing and community renewal.

Applies the mold notification requirement to New York City housing accommodations, requiring owners to furnish prospective lessees with notice of the property's mold history and remediation in a state-approved form.

Becomes effective 180 days after enactment, with authority for implementing regulations to be completed before the effective date.
