Prohibits urban rental Mitchell-Lama housing companies from voluntarily dissolving for five years from the effective date of the law.

Requires New York State Homes and Community Renewal to conduct a comprehensive study on the Mitchell-Lama housing program in consultation with NYC Department of Housing Preservation.

Directs the study to examine program expansion, taxation and financing models, dissolution timeline requirements, income eligibility criteria, geographic siting recommendations, and preservation strategies.

Mandates submission of a preliminary report with findings within two years and a final report with recommendations within four years of the law's effective date.

Authorizes state agencies to provide data, resources, and assistance to support the study.
