Expands tuition assistance program eligibility to part-time students enrolled in community college micro-credential and certificate programs in significant industries identified by the Department of Labor.

Requires SUNY and CUNY to publish and maintain a master list of eligible non-degree workforce credential, micro-credential, and certificate programs, updated each semester.

Defines micro-credential as qualifications demonstrating skills, knowledge, and/or experience in a given subject area or capability.

Mandates that students completing micro-credential programs receive academic credit equal to corresponding credit hours earned when matriculating into degree programs at SUNY or CUNY.

Includes micro-credential program enrollment and completion in job linkage reports and funding allocations for the Next Generation NY Job Linkage Program Incentive Fund used to distribute community college incentive funding.
