Expands the definition of "public works" to include all projects financed in whole or in part with bonds, grants, loans, or other funds made available by or through the state or any of its political subdivisions.

Removes the requirement that public funds constitute at least 30 percent of total construction project costs for a project to be subject to prevailing wage requirements.

Maintains prevailing wage requirements for "covered projects" that cost over five million dollars and are paid for in whole or in part out of public funds.

Modifies the definition of eligible public funding to remove the "not subject to repayment" language, allowing repayable public funds to count toward triggering prevailing wage obligations.
