Allows qualified electors to complete conditional voter registration and cast an affidavit ballot on the same day at early voting or election day polling locations, notwithstanding existing registration deadlines.

Board of elections must verify conditional registrations by matching information against databases maintained by the Department of Motor Vehicles or the federal Social Security Administration before or during the canvass period.

If information cannot be verified through those databases but the board determines the registrant is otherwise eligible to vote, the registrant receives a voter identification number and the conditional registration becomes effective.

Boards of elections must offer conditional voter registration at all early voting and election day polling locations while maintaining ballot secrecy and processing registrations before counting or rejecting ballots.

Conditional voter registrations that are deemed effective shall be included in the official canvass; registrants must be advised that effectiveness depends on eligibility determination and information verification.
