Designates the first Friday in February as a holiday for all public schools in New York, to be known as the "New York statewide school day to help people in need"

Requires the Commissioner of Education to disregard any reduction in instructional time resulting from observance of this holiday when performing calculations under education law sections relating to school sessions

Treats the observed holiday as a session day for purposes of meeting state instructional time requirements

Takes effect July 1 following the date the bill becomes law
