Authorizes Carl Spatola, a Tier 4 member of the New York State Teachers' Retirement System, to receive a refund of accumulated 3% contributions paid during a transfer period from the New York City Teachers' Retirement System to NYSTRS.

Applies to contributions paid as an Amityville school district employee from October 1, 2000 through June 30, 2004, for the period when the transfer was not initiated and cessation date was not established.

Requires Spatola to file an application within one year of the act's effective date.

Estimated refund amount is $25,400, with all implementation costs borne by employers of NYSTRS members.

Takes effect immediately upon enactment.
