Establishes a nine-member citizen advisory panel (six permanent, three rotating) appointed by the public service commission chair to four-year terms, with geographic representation from Long Island, New York City, and upstate New York.

Requires panel members to hold a bachelor's degree from an accredited four-year college or university and have at least five years of experience in engineering, science, economics, or business.

Prohibits panel members from holding other state or local offices or having any financial interest in, or past employment with, electric utility corporations or related entities.

Grants the panel 30 days (extendable by 30 days, not to exceed 60 days total) to review applications for certificate and must submit a 15-day report covering project description, economic and environmental analysis, public input, concerns, alternatives, and recommendations.

Clarifies that panel recommendations have no legal authority and all work products are property of the department.
