Extends TAP award eligibility to graduate programs, allowing the commissioner to classify graduate programs as approved programs for TAP purposes.

Increases maximum TAP awards for undergraduate students: $5,665 starting 2022-2023; $6,068 starting 2023-2024; $6,470 starting 2024-2025.

Raises income eligibility limits for TAP awards: maximum $100,000 (2021-2022); $110,000 (2023-2024); $125,000 (2024-2025).

Establishes new TAP eligibility for graduate students with a maximum of four years of study and a limit of one degree program per student, with a combined undergraduate and graduate study cap of eight years total.

Increases minimum TAP award floor from $500 to $1,000 and establishes a minimum award of $75 for graduate students.
