Adds a new section to civil service law allowing public employees to transfer or donate sick time to fellow employees under the same civil service commission jurisdiction.

Applies to state employees, county employees, community college employees, public authority employees, BOCES employees, school district employees, and employees of the state and local employees' retirement system or state teachers' retirement system.

Restricts transfers so that recipients may only receive donated sick time from employees under the same civil service commission, and only after exhausting all personal sick time.

Allows employers to require written physician referrals or proof of familial emergency for donated sick leave to be approved.

Does not supersede or diminish any rights or remedies under existing collective bargaining agreements or employment contracts.
