Requires each school district to employ at least one certified school psychologist and one certified or licensed school social worker to provide mental health services to all students.

Defines school mental health services to include evaluations, screenings, assessments, crisis interventions, psychotherapy, and recommendations regarding the mental health aspects of the school environment.

Establishes that mental health professionals must be employed in addition to personnel required under the federal Individuals with Disabilities Education Act (IDEA).

Allows school districts to share mental health professionals across multiple districts through cooperative agreements or boards of cooperative educational services.

Takes effect September 1 following the date the bill becomes law, with regulations to be implemented immediately upon enactment.
