Limits penalties for first violations to those specified in the third notice, caps second violation penalties at fifty dollars or five times the toll (whichever is greater), and third/subsequent violation penalties at one hundred dollars or ten times the toll (whichever is greater).

Provides owners valid defenses including that the vehicle was stolen, leased, used without permission, or that the owner was not the registered owner at the time of the toll, with lessees becoming liable only if lessors provide rental agreements within sixty days of the first notice.

Requires public authorities to establish appeal procedures with written determinations within thirty days, allow installment payment plans with no additional fees, and prohibit debt sale to collection agencies until one year after the first notice or when total debt reaches one thousand dollars, with a default judgment required first.

Mandates annual public reporting on toll system operations including locations of photo-monitoring systems, payment patterns across notice stages, dispute resolution outcomes, revenue collected, and program expenses.
