Establishes an electronic absentee ballot submission system administered by the state board of elections, allowing voters to return marked ballots electronically or via email instead of only by mail.

Restricts electronic ballot submission to overseas residents, military voters, and voters with disabilities unable to independently mark a paper ballot.

Requires county and city boards of elections to maintain systems capable of receiving and processing marked ballots with digital and typed signatures from the state system.

Deems electronically submitted ballots as filed on the date the voter initially transmits them through the electronic system.

Takes effect January 1 following enactment, with authority for the state board of elections to promulgate necessary rules and regulations immediately upon passage.
