Amends Election Law Section 6-136 to add signature requirements for town council district designating petitions: 500 signatures or 5% of enrolled party voters in the district (excluding inactive voters), whichever is less.

Amends Election Law Section 6-142 to add signature requirements for town council district independent nominations: 500 signatures or 5% of total votes cast for governor in the last gubernatorial election, whichever is less.

Changes the punctuation and structure of existing signature requirement provisions by replacing periods with semicolons to accommodate the new town council district language.

Takes effect immediately upon enactment.
