Authorizes boards of cooperative educational services (BOCES), in addition to counties, cities, towns, and villages, to establish demonstration programs using school bus photo violation monitoring systems to impose monetary liability on vehicle owners who fail to stop for school buses.

Requires agreements between BOCES and local municipalities to be approved by majority vote of the municipality's governing body and by BOCES resolution before installing or operating monitoring systems.

Mandates that all costs for installation, maintenance, and operation of school bus photo violation monitoring systems shall be borne entirely by the county, city, town, or village party to the agreement, not by BOCES.

Prohibits school districts and BOCES from accessing photographs or data captured by the monitoring systems; images may only be used by municipalities to determine violations and impose liability, and must be destroyed within 90 days if no notice of liability is issued or upon final disposition of a citation.

Specifies that costs associated with school bus stop sign cameras shall not be considered an aidable expense eligible for state aid reimbursement.
