Requires gas corporations, electric corporations, municipalities, waterworks corporations, municipal water systems, telephone corporations, and cable television companies to establish 10 percent discount programs for low-income senior citizens and individuals with disabilities within 90 days of enactment.

Defines "low-income senior citizen" as a primary accountholder age 65+ with household income under $50,000 for two consecutive tax years beginning in 2020, or annually eligible for ERAP or HEAP assistance.

Defines "individuals with a disability" as primary accountholders with a disability receiving SSDI, SSI, disability benefits from the VA or U.S. Postal Service, or medical assistance benefits based on disability determination, with household income under $50,000 for two consecutive tax years beginning in 2020.

Requires utilities to advertise discount availability and amounts conspicuously on their websites and accessibility pages, with costs borne by utilities rather than other customers.

Allows telephone corporations and cable television companies to satisfy discount obligations through participation in federal Lifeline or Affordable Connectivity Program, unless the Public Service Commission deems such participation insufficient.
