Prohibits teachers, administrators, officers, employees, and agents of schools, educational settings, nursery schools, preschools, and kindergartens from using corporal punishment against pupils.

Defines "corporal punishment" as any act of physical force upon a pupil, however light, for the purpose of punishing or modifying undesirable behavior.

Allows reasonable physical force only when alternative procedures cannot be employed to: protect oneself or others from physical injury, protect school or personal property, or restrain a disruptive pupil who refused to comply with requests to stop.

Takes effect immediately upon enactment.
