Authorizes counties, cities, towns, or villages wholly or partially within the Adirondack Park to establish special districts for financing and operating general ambulance services, either individually or jointly with other municipalities.

Requires districts to follow the same procedures used for establishing fire districts under Article 11 of the Town Law or joint fire districts under Article 11-A of the Town Law.

Mandates that any county, city, town, or village establishing or participating in a joint ambulance district must dissolve and abolish any preexisting local district serving the same jurisdiction.

Permits districts to employ any combination of financing methods previously authorized for emergency services under the statute.

Takes effect immediately, with a delayed effective date for certain provisions dependent on the expiration of prior law amendments from 2022.
