Defines advanced dental therapy as a higher scope of practice including oral evaluation, treatment planning, and nonsurgical extractions of periodontally diseased permanent teeth under general supervision, with all services requiring a written collaborative management agreement with a supervising dentist.

Limits dental therapists and advanced dental therapists to primarily practicing in settings serving low-income, uninsured, or underserved patients or in designated dental health professional shortage areas.

Requires 24 hours of continuing education every three years (including child abuse reporting and infection control training) and adds Medicaid reimbursement coverage for licensed dental therapist services provided through managed care enrollment.
