Expands the definition of "sex offender" under Correction Law Section 168-a to include persons found not responsible by reason of mental disease or defect for offenses listed in subdivisions two or three of that section.

Requires courts to mandate compliance with Article 6-C of the Correction Law (sex offender registration requirements) upon discharge or conditional release for defendants found not responsible by reason of mental disease or defect if charged offenses include those enumerated in Correction Law Section 168-a subdivisions two or three.

Modifies Criminal Procedure Law Section 330.20 to apply sex offender registration requirements to commitment orders and discharge orders in cases where the charged offenses include sex offenses under Correction Law Section 168-a.

Takes effect on November 1st following enactment into law.
