Grants Paul Valentine Jr., a Town of Orangetown employee, retroactive membership in the New York state and local police and fire retirement system with an effective date of June 26, 2001, and assigns him Tier II status.

Requires Paul Valentine Jr. to file a written request with the state comptroller within one year of the act's effective date to claim this retroactive membership.

Prohibits any refund or return of contributions Paul Valentine Jr. made to the New York state and local retirement system.

Places all past service costs on the Town of Orangetown, including an estimated one-time payment of approximately $12,700 and anticipated annual contribution increases of approximately $20,000 for fiscal year 2025.

Takes effect immediately upon enactment.
