Adds new section 85-d to New York Civil Service Law to authorize competitive civil service status awards for spouses or children of military service members killed in the line of duty.

Defines "killed in the line of duty" as a member of the U.S. armed forces who died in the performance of duty in time of war.

Requires applicants to submit appropriate documentary proof of eligibility within at least two months of filing their application for such status.

Allows eligible lists to be established after two months have elapsed from the final application filing date, even if applicants have not yet proven eligibility.

Restricts individuals from receiving additional credits under this section after obtaining a permanent civil service appointment using this status as a spouse or child.
