Authorizes municipalities in Orange and Rockland counties to adopt local laws requiring operators, conductors, promoters, or sponsors of paid-admission events to pay for additional police personnel costs beyond normal duty levels.

Requires local law to identify which types of special events, exhibitions, or contests are subject to police cost charges, whether the additional protection was requested by the event operator or deemed necessary by the municipality.

Permits municipalities to require event operators to complete forms or applications providing necessary information to determine if additional police personnel should be scheduled.

Allows municipalities to exempt not-for-profit corporations from police cost charges and to require payment of all or a portion of estimated police protection costs before the event begins.

Takes effect immediately upon enactment.
