Repeals section 303-a of social services law and creates new section 131-y establishing state assistance for people with disabilities using guide dogs, hearing dogs, or service dogs.

Requires social services officials to provide assistance for food and veterinarian expenses for eligible service dogs for individuals receiving federal supplemental security income, nutrition assistance, medical assistance, or additional state payments.

Mandates department regulations establish a minimum monthly assistance amount of $50 and specify distribution methods, frequency, and eligibility determination procedures.

Defines "service dog" to include any dog trained to perform work or tasks for a person with a disability, regardless of whether the dog has formal certification.

Makes assistance ineligible for individuals whose earned income has been exempted under federal law or regulation, and requires the state to reimburse all costs incurred by social services districts including administration.
