Local social services districts must provide a shelter supplement equal to 85 percent of the federal fair market rent to individuals released from incarceration who are not receiving another shelter supplement.

Districts may provide additional supplements up to 100 percent of fair market rent, with costs above 85 percent paid by the district.

Shelter supplements include full coverage of separate fuel for heating expenses, provided directly to vendors on behalf of recipients.

Employees at shelters created under this program must be trained in overdose prevention and provide housing counseling to eligible individuals.

Shelter supplements are provided for up to six months, extendable for good cause, with 100 percent of costs reimbursed by the state through federal funds first, then state funds for any remainder.
