Allows school suspending authorities to condition a student's early return to school on the student's voluntary participation in counseling or specialized classes, including anger management or dispute resolution programs where applicable.

Applies this conditioning authority to both short-term suspensions (not exceeding five school days) and longer suspensions requiring a fair hearing.

Requires suspending authorities to continue providing notice of misconduct charges, explanations of suspension basis, and opportunity for informal conference before suspension, except when the student's presence poses an immediate danger.

Takes effect immediately, with provisions for one section to expire and revert pursuant to existing law sunset provisions from chapter 430 of the laws of 2006.
