Establishes the "Defund Municipalities that Defund the Police Act" by adding Section 184 to New York Executive Law.

Defines "defunding municipality" as a county, city, town, or village that either abolishes its police department with no intention to reconstitute it, or significantly reduces police budget without reallocating funds to community-policing programs (unless the municipality faced significant revenue decreases).

Directs the Director of the Division of Budget to withhold state funding from defunding municipalities in an amount equal to the percentage of police budget reduction.

Allows withheld funding to be reversed and discontinued once a municipality no longer qualifies as a defunding municipality under the law's definition.

Takes effect immediately upon enactment.
