Grants right of first refusal to purchase the park to any manufactured homeowners' association or unorganized homeowners, regardless of whether the purchaser intends to change the property's use.

Requires existing homeowners' associations to deliver notice of intent to purchase within 60 days of receiving notice from the park owner, with 140 days total to deliver an executed purchase offer matching the park owner's terms.

Requires unorganized homeowners to provide notice of intent signed by greater than 50 percent of all manufactured home owners within 60 days, allowing them to form an association and make a purchase offer within 140 days.

Changes the threshold for manufactured homeowners' associations from "at least fifty-one percent" to "greater than fifty percent" of homeowners.
