Designates the Montauk Point shoals area in Suffolk County as an important bird area meeting criteria under Environmental Conservation Law Section 11-2001(3).

Defines the Montauk Point shoals area as marine and coastal waters off Montauk Point extending to a sixty-foot bathymetric contour, stretching from just west of Shagwong Point around Montauk Point to just east of Ditch Plains, comprising waters 60 feet or less in depth and 3.5 to 4 miles from shore.

Requires the Department of Environmental Conservation Commissioner to designate the area as part of the New York State Bird Conservation Area Program under the official name "Montauk Point shoals bird conservation area."

Authorizes the Commissioner to modify area boundaries by rule as deemed necessary.

Clarifies that the designation does not impose new fishing restrictions and takes effect 60 days after enactment.
