Requires each municipality in Nassau and Suffolk counties to adopt a local law establishing an electronics and hazardous waste recycling pilot program within 180 days of the law's effective date.

Pilot programs must run for a minimum of one year and include recycling services for electronics and hazardous waste with a public drop-off location open to residents.

Each municipality must submit a report to the Governor and legislative leaders within two years detailing program effectiveness, materials collected, disposal or recycling outcomes, and participation rates compared to the municipality's population.

The law takes effect immediately and expires three years after enactment, at which point all provisions are repealed.
