Replaces direct popular vote with electoral college system for electing governor, lieutenant-governor, comptroller, and attorney general in New York state.

Each county receives one electoral vote plus one additional electoral vote for every 50,000 legal residents.

Electoral votes are cast on the first Friday in December in Albany by county representatives based on which candidates received the most votes in each county.

If no candidate achieves a majority of electoral votes, additional elections are held up to ten times until someone wins a majority, or the candidate with the highest vote total wins.

Requires submission of the amendment to the first regular legislative session after the next general election and publication for 3 months before a statewide vote on the amendment.
