Creates new section 590-a of labor law to allow unemployment claimants to accept part-time work and remain eligible for partial unemployment benefits.

Requires claimants to report earnings from part-time employment during each compensable period to the Department of Labor.

Reduces unemployment benefits by 50% of part-time income earned during each compensable period, with reduction method determined by the commissioner.

Applies existing penalty provisions from section 594 of labor law for false, inaccurate, or failure to report part-time wages.

Takes effect 60 days after enactment, with amendments to section 590 taking effect concurrently with chapter 277 of the 2021 laws.
