Requires applicants for industrial development agency financial assistance to provide an estimate of the percentage of materials, products, goods, and other items to be used on the project that are produced or manufactured in New York State.

Mandates cost-benefit analyses by agencies to identify the extent to which jobs created or retained will be filled by residents of the economic development region or labor market area where the project is located.

Requires annual certified statements from project recipients documenting the percentage of materials, products, goods, and other items purchased as a result of financial assistance that were produced or manufactured in New York State.

Directs industrial development agencies to consider in their uniform tax exemption policies how many permanent jobs will be filled by local residents and the extent to which projects will use materials and products produced or manufactured in the state.

Effective immediately and applies to all applications submitted beginning sixty days after the effective date.
