Secretary of State shall submit an application to the federal government requesting New York observe the Atlantic Time Zone.

Changes New York's standard time meridian from the seventy-fifth to the sixtieth meridian of longitude west from Greenwich.

Shifts daylight saving time observation to the second Sunday in March through the first Sunday in November (currently last Sunday in April through last Sunday in October).

Applies changes to both New York State and New York City timekeeping procedures for courts, public officers, and official proceedings.

Section 1 takes effect only after Connecticut, New Jersey, and Pennsylvania enact identical legislation; sections 2 and 3 take effect the first Sunday in November following federal approval of the Atlantic Time Zone application.
