Allows any person or organization to petition state agencies to adopt, amend, or repeal rules.

Requires petitions to include petitioner name and address, proposed rule text with clear additions/deletions, statutory authority, public benefit justification, and must concern only one rule or related series of rules.

Requires agencies to maintain publicly available petition files, post submission procedures on websites within 30 days of receipt, and post written denials within 30 days of issuance.

Agencies must either deny in writing or issue a notice of proposed rule making within 180 days of receiving a petition signed by 100 or more New York residents, with the notice submitted for publication within 270 days.

Takes effect January 1 of the year following enactment.
