Establishes a penalty of $2,000 per unregistered housing accommodation for owners who fail to file annual rent registration statements, payable to the state division of housing and community renewal.

Applies the new filing penalty to both cities with populations under one million (under the Emergency Tenant Protection Act of 1974) and to New York City (under Administrative Code Section 26-516).

Takes effect immediately, with the New York City provision expiring on the same date as the underlying rent regulation law under Section 26-520.
