Exempts conditions deemed "imminent threats to safety and welfare of occupants" from standard penalty provisions in subdivision 2 of Executive Law section 382

Creates new subdivision 2-a establishing escalating penalties for imminent threat violations: first violation $1,000-$5,000 per day; second violation $5,000-$10,000 per day; third violation minimum $10,000 per day, with maximum one-year imprisonment for each tier

Penalties apply to owners, builders, architects, tenants, contractors, and others who knowingly violate uniform fire prevention and building code standards for construction, maintenance, or fire protection equipment after failing to comply with remedy orders

Multiple violations tracked per property owned by violator, with penalties increasing based on number of imminent threat violations for that specific property

Takes effect January 1 following enactment
