Allows the Secretary of State to investigate whether local governments comply with minimum standards for administering and enforcing the uniform fire prevention and building code, with at least ten days' written notice required.

Requires a county to submit an official resolution approved by the county legislature and county executive (where applicable) before the Secretary can investigate a local government's code enforcement, and the local government must receive one month to respond.

Grants the Secretary authority to compel compliance through orders, request attorney general action, designate the county to enforce the code, or directly administer and enforce the code in the local government.

Mandates that if a county formally requests the Secretary designate it to enforce the code and the local government is incapable or unwilling to comply, the Secretary shall designate the county unless the county itself is incapable of assuming responsibilities.

Permits local governments to petition the Secretary to resume code enforcement authority after at least 18 months if they demonstrate the prior compliance failures have been resolved.
