Requires state agencies with substantial regulatory impact on small businesses to establish and maintain a "small business regulatory nexus" section on their websites.

Agencies qualify as having substantial regulatory impact if they have posted two or more small business regulation guides, issued five or more regulatory flexibility analyses in the past three years, or issued a regulatory flexibility analysis after this law's effective date.

The regulatory nexus must include agency rules, regulation guides, guidance documents, proposed rulemakings, regulatory agendas, plain language summaries, compliance assistance programs, and contact information for knowledgeable staff members.

Agencies must provide interactive opportunities for small businesses and local governments to provide feedback, obtain information, and seek compliance assistance.

Agencies must establish the small business regulatory nexus within 120 days of the law's effective date.
