Prohibits state agencies from imposing or suggesting enforcement quotas on officers and employees directly involved in enforcement activities or their immediate supervisors.

Prohibits using quantitative enforcement results as the primary criterion to evaluate enforcement officers, employees, or supervisors.

Prohibits rewarding officers, employees, or supervisors for meeting or exceeding enforcement quotas, or penalizing them for failing to meet quotas through transfers, reassignments, scheduling changes, adverse evaluations, denial of promotions, or denial of overtime.

Permits agencies to make forecasts of enforcement results for planning purposes and to accumulate and publish enforcement data for resource management, provided enforcement results are not used as the primary evaluation criterion or to impose quotas.

Defines "enforcement quota" as a quantitative standard for measuring enforcement activities, including specific numbers of citations, violations found, dollar amounts of penalties, or comparisons between officers when used to reward or penalize personnel.
