Requires forfeiture of campaign finance accounts to the New York State Comptroller for persons who resign from office after being indicted or charged with a crime, charged with ethics law violations, or convicted of a disqualifying felony.

Mandates account forfeiture within 10 days of resignation or loss of office, with campaign committee treasurers and former office holders responsible for compliance or subject to civil penalties of $1,000 per day.

Directs the State Comptroller to establish a forfeited campaign finance fund account and return funds to original donors in reverse order of contribution (last donor first) until funds are exhausted.

Allows any remaining unclaimed forfeited campaign funds to be applied toward the Comptroller's administrative costs for managing the forfeited campaign finance fund account.

Takes effect January 1st following enactment into law.
