Prohibits cities from establishing minimum lot sizes exceeding 1,200 square feet and from requiring off-street parking as a condition of construction permits (except for loading and unloading areas).

Prevents cities from prohibiting or effectively preventing construction of dwellings for four or fewer families anywhere residential construction is permitted, or dwellings for six or fewer families within one quarter mile of commuter rail or subway stations.

Applies similar restrictions to villages regarding minimum lot sizes (1,200 square feet), parking requirements, and dwelling unit restrictions (two or fewer families in any residential district; six or fewer families near transit stations).

Limits towns to minimum lot sizes of 5,000 square feet in areas with sewer and water access, or 20,000 square feet in other areas, while removing other density and parking restrictions that previously applied to towns.

Takes effect 180 days after enactment, requiring municipalities to comply with the new restrictions by the effective date.
