Creates a presumption that post-traumatic stress disorder (PTSD) diagnoses in certain Suffolk County employees resulted from job duties, entitling them to accidental disability retirement benefits equal to 1/3 of final average salary.

Applies to public safety dispatchers (all levels), emergency service dispatchers (all levels), emergency complaint operators, public safety officers (all levels), and case workers in the Department of Social Services family and children's services or child protective services in Suffolk County municipalities.

Requires that affected employees were not previously diagnosed with PTSD prior to employment to qualify for the presumption.

Exempts the bill from section 25 of the retirement and social security law and makes it effective immediately.

Estimated per-person cost of up to 5.5 times salary, with expenses shared between the State of New York and all local participating employers in the New York State and Local Employees' Retirement System.
