Requires local social services districts to provide shelter supplements to eligible individuals and families who are homeless or facing imminent loss of housing, starting October 1, 2024.

Shelter supplements equal 85% of federal fair market rent for the unit size, with districts allowed to pay up to 100% at their own cost; includes separate heating allowance for fuel expenses.

Eligible recipients are those receiving public assistance who are homeless or facing eviction; non-public assistance household members must contribute 30% of gross income or pro rata share of rent, whichever is less.

Supplements provided for up to five years while eligible for public assistance, and for one additional year if income drops below 200% of federal poverty level.

Establishes 14,000 new shelter supplements annually statewide, distributed to districts based on their share of households below federal poverty level, with state funding covering 100% of costs through federal funds and remaining state funds.
