Requires insurers to cover tattooing of the nipple-areolar complex as part of breast reconstruction surgery when performed by a licensed physician or authorized health care practitioner within their scope of practice.

Applies the coverage requirement to individual policies under Insurance Law Section 3216, group or blanket policies under Section 3221, and contracts under Section 4303.

Requires that tattoo procedures must be performed by licensed physicians or other health care practitioners licensed, certified, or authorized under New York Education Law Title Eight.

Takes effect January 1st following the date the bill becomes law and applies to policies issued, reissued, renewed, modified, or amended on or after that date.
