Defines one-way smart meters as devices using power line carrier, radio frequency, wireless, telephony, or internet to transmit usage data for billing purposes.

Defines two-way smart meters as devices using radio frequency, wireless, or internet to transmit usage and pricing data with capabilities including daily data transmission, real-time rate updates, service disruption detection, and usage data storage.

Grants customers the right to decline installation of two-way smart meters without penalty, fee, or service charge, and to request removal within 365 days of installation at no cost; removal requests after 365 days may incur a commission-determined fee.

Requires utilities to provide written notice at least 90 days before scheduled two-way smart meter installation, informing customers of their right to decline and removal options.
